In a bowl, mix the ground beef, onion, garlic, cabbage, black pepper, salt, and paprika until well combined.
Shape the meat into balls, then flatten slightly and place them in a baking dish.
Mash the boiled potatoes until smooth.
Season the mashed potatoes with salt, dried seasoning, black pepper, mozzarella cheese, and milk. Mix until creamy.
Shape portions of mashed potatoes and place them on top of each meat portion.
Mix the water with the tomato sauce and pour over the dish.
Top with mozzarella cheese.
Bake in a preheated oven at 200°C (392°F) for about 30 minutes.
